Born 1825, four miles south of Luray, at “White Hall,” Mann Spitler was best known in Page County as a politician and militia colonel. He began representing Page County in the Virginia House of Delegates, from 1853-1858, and later represented Page and Shenandoah counties in the Virginia Senate, from 1861-1865 and 1875-1878. Commanding the Second Brigade, Virginia Militia in years before the war, he later served as colonel of the same organization when it was redesignated as the 97th Virginia Militia and mustered into the service of the Commonwealth of Virginia and the Confederacy, in the summer of 1861. As part of an initiative to bring more soldiers into regular field organizations, the regiment was disbanded in the spring of 1862 by order of Gen. Thomas J. “Stonewall” Jackson.
